As Apple released New products, it has to price down the older models and set the prices of the New products to get in the company's market share. Here is the full prices list of the New iPad mini, iPad 4 and the old iPad 2, If you didn't Notice yet, iPad 4 replaced the New iPad as Apple stoped manufacturing any New iPad units.

Those wishing to get an iPad mini or iPad 4 with cellular data will have to wait until "late November", although Apple said they would be released two weeks after the Wi-Fi only models placing the launch date on 16 November.
